Her kit is mainly used for short-burst attack like Arena. She isn’t used for Clan Boss since she does not have any debuffs to allow the team to inflict high damage for lengthy battles. Seer isn’t a farmer/nuker/heal/tank-support in Campaign, so it will be difficult for her to 3 Star a Hard~Nightmare Campaign stage by herself or with 1 more champion (unless you have 6 star end-game gear), therefore rating is 1.

She heavily depends on her allies or enemy champions who can casts multiple buffs to make her shine. The re-evaluation is done after I personally tested and used Seer for several months (Level 60 fully ascended, fully booked).

For the rest (Dungeons/Clan Boss/Campaign), it remains the same.
